An Integrated Value Chain Transformation Initiative

Preserving Heritage through Innovation

Virudhunagar Samba Vathal Chilli is one of Tamil Nadu’s most traditional and culturally significant GI-tagged agricultural products. Known for its deep red colour, intense pungency, thin skin, and unique sun-drying process, the crop represents the heritage and livelihood of thousands of farming families in the dry and semi-arid regions of Virudhunagar district.

Despite its strong legacy, the value chain faced major challenges including declining seed quality, low germination rates, post-harvest losses, fragmented processing systems, rising input costs, and counterfeit GI-labelled products.

To address these issues, NABARD and MABIF implemented an Integrated Value Chain Transformation Project aimed at strengthening the entire Samba Chilli ecosystem — from seed to market. The initiative focuses on scientific seed systems, climate-resilient farming, bio-input promotion, drone-based precision agriculture, integrated processing infrastructure, GI branding, and organized market linkages.

Today, the Virudhunagar Samba Chilli Project stands as a successful model of sustainable rural transformation, combining scientific innovation, farmer institutions, women entrepreneurship, digital traceability, and integrated value chain development to preserve and promote a globally recognized traditional product.

Key Interventions & Transformation Initiatives

A multi-faceted approach addressing critical pain points across the agricultural value chain.

01

Precision Farming for Quality Seed Systems

The project established scientific seed systems to improve productivity. Interventions included polyhouse and shade-net facilities, drip irrigation, fertigation systems, soil moisture sensors, scientific seed processing units, and farmer training programmes. These efforts ensured disease-free seedlings, reduced water/fertilizer usage, and enabled FPOs to become self-reliant seed enterprises.

Establishment of Bio-Input Production Unit

To promote sustainable farming and restore soil health, a Bio-Input Production Unit was established at KVK Aruppukottai. The unit produces bio-fertilizers, bio-pesticides, stimulants, and vermicompost for chilli farmers and FPOs. The initiative reduced chemical fertilizer usage by 20–30% and improved soil organic carbon by 15–20%.

Drone Custom Hiring Centres

Introduced through FPOs to address labour shortages. Drone-based pesticide and nutrient spraying drastically reduced operation times from 6–8 hours to just 30 minutes per acre. Water usage dropped cleanly from 150–200 litres to 5–10 litres per acre, maximizing crop health and operator safety.

Integrated Samba Chilli Value Chain Facility

Developed to strengthen processing, storage, and value addition. The facility includes drying yards, grading units, cold storage, scientific warehousing, and common processing units for chilli flakes, powders, and masala blends, mitigating market fluctuations and generating local economic activity worth ₹18–25 crore annually.

Livelihood Entrepreneurship Development Programme (LEDP)

Empowered women SHG members and FPOs through deep-dive training in packaging, branding, digital marketing, and value addition. This enabled women to comfortably transition from manual laborers to self-sufficient entrepreneurs, while simultaneously building structural export readiness.

Organic Cultivation of Chillies

The Organic Chilli Cluster Development initiative promoted sustainable organic chilli cultivation via setup of structured demonstration plots, bio-input distributions, and organic protocols. Farmers benefited directly from premium pricing, minimized costs, and reliable FPO-led market aggregation.

GI Traceability & Digital Authentication App

A cutting-edge blockchain-based GI Traceability system ensures secure, tamper-proof verification right from cultivation to retail checkouts. Secure QR-coded tracking completely curbs counterfeit products, scaling consumer trust and safeguarding premium market positioning.

Post-GI Market Linkages & Branding

Focused on transforming market reach via buyer–seller meets, Authorized User registration, and modern digital storytelling. Effectively connects producers directly with mainstream retailers, exporters, ONDC, and e-commerce spaces while boosting strict FSSAI compliance.
